Ed,  should be no play at all,.

is it the bolt, or the pully thats actually moving,!!

no too sure about the Heralds, but some have a rubber insert,
and it may be deteriating,

take it off, and have a deek , see if its all ok,

Could be the keyway that is a bit worn. There is a woodruff key to stop the toation of the pulley on the crank. You could try tightening the nut, it may help, but I suspect it may need a new keyway machining in the pulley

If you think that the pulley nut has started to come undone, why don't you just try and tighten it up.  If it's loose enough to give the amount of play you describe, then it will be loose enough to turn with your fingers.  If the nut is tight, then something else is going on, and without close up pictures and a better description it will all be guess work.  As a worst case scenario, you may have snapped the crankshaft, in which case it is a very major rebuild.
