camshaft timing

I'm in the process of putting my mk3 spit engine back together and its time to put the camshaft back in.According to the manuals I have it all seems simple but reading online even if the scribed lines and dimples are lined up the timing may be out and there is a lot of talk of measuring valve gaps 1 and 2 whilst at tdc. I haven't put the head on yet, what method can be used to make sure cam timing is spot on with the head off. Al parts are std mk3 1968
