Inner wheel valance bent

Can anybody help me, please?  The inner wheel valance (nearside front) is folded inwards on my car.  I have straightened it out, but it bent  back again.  There is no sign of rubbing on the tyre, but that is the only cause I can think of.  There seems to be plenty of clearance when the wheel is turned. All suggestions gratefully received.

I should have thought of that when I posted.  It's dark out there at the moment, so I will post one tomorrow.  I must have been having a brainstorm earlier - it is the offside valance, not nearside.

cant remember exactly how they are fitted but could it be catching on the bonnet stay?
