Set the timing statically in the first instance, it's easy enough to do.  This month's Practical Classics explains how to do this on a 2000, with pictures!

As for setting the carbs, again, you can do this yourself.  I find that the best indication of tune is the state of the spark plugs.  Black and sooty = too rich.  If you run on choke a lot, be sure to give the car good twenty mile blast or so to clear it all out before you start to tinker.

Do you have a manual for the car?  I found the info in the Haynes more than adequate for setting the carbs.
