Problem will be if the owner either: Genuinely intends to "get around to it one day" - they won't want to sell Or if they think rarity = high value - they won't want to sell at a price that makes it worth taking on. He also knows they're not worth the sort of money the rarity should bring. As for if he's likely to get round to it, he's got 3 or 4 GT6s, a spitfire and the second Courier van in his workshop, while talking to him I got the impression he realises his limitations.
