I'll add to Rob's advice slightly: an old blunt screwdriver, or a good flat-ended punch. Too sharp of a point will deform or cut into the ring, and with some of the cheaper repro versions you can cut into the metal before it will tighten fully.

i had an adjustable tool , intended to remove and tighten the locking plate on a portable electrik grinder i.e it has two studs which when set at its widest Point it is just large enough to fit inside the locking ring. I think it is manufactured by Wolf Tools. Works very well.
