I missed the email until saw this thread then found it!
Hotels booked, all with free cancelation in case I change my mind!
Just need to sort ferry, tunnel etc...
And too look into the  ULEZ zones. 
BTW we just upgraded our camper van to a low emission one (2011->2021 van) to get round this problem in the EU and the UK as its becoming more and more restrictive.

The Android Green Zone App a free app that I have used for a few years which helps to avoid any unnecessary fines.

Strongly recommend you install this on your phone as it will show LEZ zones and if they are in force for your car, since some depend on the prevailing environmental conditions.

Well, fingers crossed.

This is what the link says about EXEMPT vehicles in Rouen, second from bottom!

Permanent exemptions:

- vehicles of general interest having priority OR benefiting from passage facilities as defined in 6.4, 6.5 and 6.6 of article R. 311-1 of the above-mentioned Highway Code
- vehicles of the Ministry of Defence
- Vehicles displaying a "mobility and inclusion" card bearing the words "parking for the disabled" issued on the basis of Article L. 241-3 of the Code de l'action sociale et des familles (or a parking card for the disabled issued on the basis of Article L. 241-3-2 of the same code in its version prior to 1 January 2017)
- vehicles for public transport of persons with low emissions within the meaning of article L. 224-8 of the environmental code
- Vehicles with an equivalent range of more than 50 km in full electric mode in the city
- Vehicles assigned to approved civil protection associations in the course of their missions
- vehicles carrying out exceptional transport with a prior authorisation or a prior declaration receipt, as defined in article R. 433-1 of the Highway Code. Management vehicles are excluded from this permanent exemption
- Log transport vehicles
- Specialised self-propelled vehicles as defined in ! Annex 5 of the order of 9 February 2009 on the registration of vehicles, bearing the wording "VASP" or "VTSU" on the registration certificate, with the exception of motorhomes
- vehicles whose owner is summoned by a State service for the control of his vehicle with the summons
- classic vehicles
- Vehicles with more than 30 years of age used in the framework of a commercial activity of a tourist nature, provided with the K-bis of the company detailing this activity

I don't know about the French rules, but in some EU countries only totally unmodified cars meet their criteria for classic cars. How many totally unmodified Triumphs are out there with only original manufacturers parts fitted?

Phew...as my hotel in St Etienne is non-refundable!!

As for modifications, not many people in the UK can tell the difference between 'swing spring' and 'Rotoflex' let alone police officers abroad.

Further to Howard's info on St Etienne:-

 

By 2025, the 43 agglomerations of more than 150,000 inhabitants must have established a ZFE-m.

Greater Saint-Etienne has implemented a ZFE-m (Zones à Faibles Emissions mobilité - low emission zone) 31 January 2022. 

The zone affects light commercial vehicles and lorries.

We show the standard that is required to be allowed to circulate.

From 1 January 2022 Crit'Air sticker 5 is required:
o diesel light commercial vehicles Euro 2
o diesel lorries Euro 3

From January 2025 Crit'Air sticker 3 is required:
o diesel light commercial vehicles Euro 4
o diesel lorries Euro 5

From January 2027 Crit'Air sticker 2 is required:
o diesel light commercial vehicles Euro 5
o diesel lorries Euro 6
